Government announces new apprenticeship funding rules

The government has published new funding rules for apprenticeships starting between 1 August 2024 and 31 July 2025.

The new rules apply to employers and training providers and are intended to reduce the cost and hassle of taking on and training an apprentice, while introducing greater flexibility.

A statement said, “We are committed to continuing to simplify and improve the apprenticeship system, to make it easier for employers and providers to support high-quality apprenticeships. To support this aim, we have worked in partnership with a range of stakeholders who have helped us to make the proposed policy changes.”

These include:

  • Reducing the burden of onboarding by integrating initial assessment with development of the training plan, reducing the number of documents employers and providers need to review and sign. Providers will also no longer need to ask employers to sign off each progress review.
  • Reducing bureaucracy associated with claiming learning support by moving reviews from monthly to every three months.
  • Introducing a new £30,000 de-minimis in relation to subcontracting. This is intended to make it easier for providers to bring in industry specialists to deliver training by introducing greater flexibility in subcontracting arrangements.
  • Updating the Apprenticeship Levy transfer policy, providing levy-paying providers greater flexibility to use transfers and deliver training to receiving employers.

Meanwhile, the government is also considering changes to the minimum requirement for active learning. It will explore changes which support more flexible training, such as front-loaded or block release training.

Fix Auto UK celebrates network hat-trick

Fix Auto UK has welcomed three more East Anglia-based repairers to its network.

Sites in Diss, Norwich and Great Yarmouth have now become franchisees, boosting the network’s capacity in the area to more than 200 vehicles a month.

Bressingham Car Bodyshop, owned by James Youngman, will now operate as Fix Auto Diss, Adam Jackson’s Norwich-based Autodoc has transitioned into Fix Auto West Norwich, and Red Rocket Accident Repair Centre in Great Yarmouth, owned by James Wilhelmsen, will now operate as Fix Auto Great Yarmouth.

The appointments complement the existing Fix Auto UK sites in the region including Fix Auto Bury St Edmunds, Fix Auto Felixstowe, Fix Auto Peterborough, Fix Auto Chelmsford, Fix Auto Basildon and Fix Auto Braintree.

Ian Pugh, Managing Director for Fix Auto UK, said, “All three owners are hugely ambitious and have turned to us to help them enhance and develop their businesses, it is that ambition in a business owner we now covet, the fact all three have hugely enviable reputations for repairing vehicles to the highest calibre is a given. Repair costs contribute to record payouts

Motor insurers paid out a record £9.9bn in compensation in 2023, with steepling repair costs contributing significantly to the amount.

According to the Motor Insurance Claims Tracker published by the Association of British Insurers (ABI), the figure represents an 18% increase on the £8.4bn paid out in 2022.

It reports that claims volumes also rose last year, up 10% to 2.3 million.

Accounting for much of the increase was rising repair costs, which rose by 31% from £4.7bn in 2022 to £6.1bn last year. On top of this, material prices were up 16% and labour costs increased by 15%.

Meanwhile, the individual and accumulated cost of vehicle thefts also rose, with average theft claims climbing to £12,600 and the annual total up to £669m – up from £543m the previous year.

Insurers also saw record rises in mobility costs, with the £597m paid in 2023 representing a 35% increase on the £444m paid in 2022.

However, personal injury payouts actually fell by eight per cent, from £2.6bn in 2022 to £2.4bn last year.

Jonathan Fong, the ABI’s Manager, General Insurance Policy, said, “Significant and sustained cost pressures faced by insurers, such as a 31% rise in repair costs over the last year, have impacted on the cost of cover. Despite this, insurers continue to do all they can to ensure competitively priced motor insurance. Through our recently published Roadmap, the industry is working hard to combat rising motor insurance costs.”

EVs in a ‘turbulent place’

There is a perception among some within the market that ‘take-off’ of electric vehicles is stalling, but that thought is misguided with environmental factors and political will ensuring that electrification of the car parc is here to stay.

That was the consensus of ARC360’s second online Breakfast Think Tank, which considered the current status of EV momentum within the claims and vehicle repair markets. The answer, it appears, depends on who you ask.

Cary Group completes Spire Windscreens purchase

Cary Group has acquired Spire Windscreens, which is also part of the National Windscreens consortium.

The deal means Cary Group now controls all but four National Windscreens operations.

Robertsons unveils complete credit hire service

Robertsons has launched a new end-to-end modular credit hire service which includes FNOL, claims monitoring, intervention services, credit hire investigation, GTA and non-GTA payment negotiations, and credit hire fraud detection.

Customers are able to select any or all modules, providing a fully bespoke service that can be tailored to suit individual needs.

Insurers found to be undervaluing cars

The FCA has found that some insurers are still undervaluing cars when it comes to settlements.

Its review revealed certain insurers continue to offer customers less than their car is worth after it has been written off or stolen.

SYNETIQ celebrates FORS silver

SYNETIQ’s Winsford site has attained silver accreditation in the Fleet Operator Recognition Scheme (FORS).

To become FORS accredited, the business undertook a combination of site-based audits and theory learning.

Mirka reveals upgraded sander

Mirka has unveiled a new electric sander, the DEOS II, which offers 20% more power and user-friendly LED indicators for setting sanding speed.

Thatcham Research announces Cherry partnership

Thatcham Research has signed a two-year deal with Chinese vehicle manufacturer Cherry.

As part of the agreement, it will deliver its ‘Insurability by Design’ programme, which aims to ensure that repairability, sustainability and insurability is incorporated into the design process.

Supermarkets plug in to EV charging

The number of EV charge points at supermarkets rose by 59% last year to 1,616.

More than 600 locations added charge points during 2023 meaning 13% of all 12,839 UK supermarkets now offer EV charging on site.

Euro NCAP reveals latest ratings

Euro NCAP has announced the crash avoidance ratings for eight vans, with Gold ratings awarded to the Citroen Berlingo, Fiat Doblo, Vauxhall Combo, Peugeot Partner, Renault Kangoo and Volkswagen Caddy Cargo and Platinum ratings going to the Mercedes-Benz Citan and VW ID.Buzz Cargo.

Government to look into glare concerns

The government has announced it will commission an independent study into the issue of headlight glare.

This comes after an RAC survey found that 89% of drivers think some headlights are too bright, with 91% saying they have been dazzled by bright headlights and 74% saying they regularly are.

Plunky’s charity matches top £100k

The final Plunky’s All Stars charity football match, which takes place at the Football Development Centre in Norwich on 28 June, has so far raised more than £7,000 for three charities, the East Anglian Air Ambulance (Just Giving) , the Fire Fighters Charity (Just Giving), and Norfolk & Waveney Mind (Just Giving).

Automotive production enjoys healthy growth

UK car production rose for the sixth month in a row in February, up 14.6% to 79,907 units.

This made it the best performing February since 2021, according to the Society of Motor Manufacturers and Traders.

New-look Assessor due for relaunch

The IAEA has announced that newly revamped and refreshed Assessor magazine will be published again in May, with a summer edition coming out at the end of August and an autumn/winter due in November.

Volkswagen to introduce Level 4 autonomous driving

Volkswagen has become the first vehicle manufacturer to develop an autonomous Level 4 service vehicle for large-scale production.

This comes after a development agreement with Mobileye, which will manufacture and supply software, hardware and digital maps for the self-driving ID. Buzz AD for commercial use in Europe and the US.

Polestar announces Tesla charging integration

Polestar has become the first vehicle manufacturer in Europe to integrate the Tesla Supercharger network in its own charging app, Polestar Charge, providing drivers with quicker and more convenient access to more charging points.

Drivers slow to U-turn

A new global survey carried out by YouGov in partnership with the Freedom of Mobility Forum has revealed that less than 10% of respondents have made significant mobility changes to reduce their environmental impact.

The survey questioned drivers in Brazil, France, India, Morocco, United States, with the overwhelming feeling that governments are responsible to driving the green revolution.

ARC360 & Stellantis partner for conference  

ARC360 and Stellantis – a constellation of 14 iconic automotive brands and two mobility arms – have partnered for the forthcoming ARC360 ‘future tech’ themed conference. 

Taking place on 27 June at the Manufacturing Technology Centre (MTC) in Coventry, the event will canvass insights from across the sector and beyond in a bid to explore how the motor claims repair sector is transitioning towards a high-tech future.  

The event will feature the Stellantis Zone – created to provide delegates with an immersive showcase of the vehicle manufacturers’ network operations, vehicles and technologies. Throughout the day, discussions will link back to how the industry – as a combined entity – can help make the automotive incident repair sector a career destination of choice.

Vehicle sales maintain strong momentum

The new car market rose 10.4% last month to 317,786 registrations, according to the Society of Motor Manufacturers and Traders.

This completed the 20th consecutive month of growth, although sales figures are still 30.6% down on pre-pandemic levels.

Petrol vehicles continued to dominate the market, accounting for 55.7% of all new registrations, while diesels made up 7.3% of all sales.

Meanwhile, 44,550 hybrids were sold in March, representing a rise of 19.6%, while plug-in hybrid sales surged by more than a third to 24,517, and pure electrics rose by 3.8%.

The light commercial market also enjoyed a strong sales month, with 52,916 new registrations equating to an 11.1% spike.

Mike Hawes, SMMT Chief Executive, said, “Market growth continues, fuelled by fleets investing after two tough years of constrained supply. A sluggish private market and shrinking EV market share, however, shows the challenge ahead. Manufacturers are providing compelling offers, but they can’t single-handedly fund the transition indefinitely. Government support for private consumers – not just business and fleets – would send a positive message and deliver a faster, fairer transition on time and on target.”

EVs in a ‘turbulent place’

There is a perception among some within the market that ‘take-off’ of electric vehicles is stalling, but that thought is misguided with environmental factors and political will ensuring that electrification of the car parc is here to stay.

That was the consensus of ARC360’s second online Breakfast Think Tank, which considered the current status of EV momentum within the claims and vehicle repair markets. The answer, it appears, depends on who you ask.

Customer demand is setting the pace but it is not what some providers expected.

Battery electric vehicles (BEVs) accounted for one in six new cars registered in 2023, with the majority taken by business and fleet buyers who benefit from tax incentives. In contrast, one in 11 private buyers chose a BEV.

“EVs aren’t yet getting real traction,” said one panellist. “Only customers who already have an EV really want one. For everyone else it is simply too ‘terrifying’. There’s work to be done but it is a real opportunity for the sector.”

ZEV mandate

However, despite increasingly tepid interest from drivers, a result partly of negative media coverage, political momentum is still firmly behind EVs and January saw the introduction of the Zero Emission Vehicle (ZEV) Mandate – which sets increasingly stringent EV sales targets for manufacturers and imposes financial penalties for each model below those targets.

“Some still don’t think EVs will catch on,” said one panellist. “They think the bubble has burst. But if you think EVs are dead, you’re likely very wrong.”

There are though, substantial challenges – and not least in the repair sector where some businesses have invested heavily in training, equipment and facilities in readiness but, as yet, are not seeing the repair volumes to back it up.

Total losses

“Many repairers aren’t actually getting many EV repairs,” said one panellist from the sector.

“EVs are seemingly written-off too quickly currently,” said another. “We’ve seen an upturn in the number of total losses because of anticipated challenges around parts availability and residual values.

“And it appears there is still a lack of understanding about what it takes to repair an EV. There needs to an industry-wide catch-up around recovery and transport, and greater understanding of how the repair processes differ from internal combustion engine vehicles.”

Consumer decides

Of course, ultimately it will be the consumer who decides which direction the industry goes. There are now more than a million EVs on UK roads but interest, particularly among private buyers is seemingly ‘lukewarm’ at best and a lack of government support is not helping.

“Consumer uptake has not been there,” said another panellist. “Seemingly many drivers are even going from EVs to hybrids, so I think the EV market is in a really turbulent place right now.”
